South Dakota governor Kristi Noem is again calling on the legislature to shelve an industrial hemp bill, which already passed the house by a resounding 65-2 vote earlier this week.  Governor Noem says the state is not ready to allow the farming of hemp because the state does not have the funds in the budget to create a pilot program.  She also says officials do not have the roadside tests used to measure THC levels in the crop.  Noem did not say if she would veto the bill.
