Another inmate has died in custody at the state penitentiary in Sioux Falls. According to the state Department of Corrections 57-year-old Frank Ashley died Monday. Ashley was serving a prison sentence on third-degree rape, fourth degree rape, sexual contact with a child under the age of 16, and aggravated incest out of Pennington County. Ashley is the fourth inmate to die in 2023 and third in July.
