Judge rejects former GOP state senate candidate Joel Koskan’s pre agreement with prosecutors

A South Dakota Sixth Judicial Circuit court out of Mellette County has rejected a plea agreement put forth between prosecutors and one-time Republican state senate candidate Joel Koskan. Koskan is 44-years-old and lives in Wood South Dakota. He was accused of sexually abusing his adoptive daughter for years. He faces one felony child abuse charge for acts that were alleged to have happened between Oct. 5th 2014 and October 5th 2020. In the agreement the judge did not accept, Koskan would not have been required to register as a sex offender and would not have required any jail time. Under new rules put forth by the court Koskan is no longer allowed to have contact with anyone under 18 years of age, including his biological children. He is set to stand trial sometime between August and September.
