North Dakota Governor Doug Burgum has signed an anti-abortion bill into law, which would make it a crime to remove the fetus using certain instruments such as clamps, scissors and forceps.
The procedure outlawed is more commonly known as dilation and evacuation. Doctors who perform the procedure could be punished by up to five years in prison and a $10,000 fine.
Opponents argue the bill interferes with a private medical decision and therefore it is unconstitutional. Other similar bills in other states are currently held up in the legal system.
