Minnesota Democratic senator and 2020 presidential candidate Amy Klobuchar released a plan Thursday to improve mental health care and fight substance abuse.  According to a release from the Senator, the plan calls for $100 billion in spending over a decade to  prioritize mental health and substance abuse treatment over incarceration for nonviolent offenders.  The $100 billion would be paid for in large part by opioid manufactures who share responsibility for the crisis.  They would pay through new fees on drug makers and massive legal settlements not yet in the works.
