Congress has announced plans to vote on a bill this month which would federally decriminalize marijuana.  The Marijuana Opportunity Reinvestment and Expungement Act, or MORE Act, would remove marijuana from the list of scheduled substances under the controlled substance act and eliminate criminal penalties for anyone who manufactures, distributes or possesses marijuana.  It also calls for a five percent tax on marijuana products and give people with marijuana related convictions a chance to expunge those records.
