Watertown native indicted on multiple federal child sex crimes

(KXLG – Watertown, SD) In a follow-up to our original story from September 2023, Jeffrey Allen Koistinen, a Watertown, SD native, has been indicted on multiple federal charges related to the attempted production of child pornography and coercion and enticement of minors. The case is being heard in the U.S. District Court for the District of Arizona, Tucson Division.

The case against Koistinen was initiated with a complaint alleging that he knowingly received child sexual abuse material. Following his arrest on August 30, 2023, Koistinen faced a detention hearing where he was ordered to remain in custody pending trial due to the risk of non-appearance.

Koistinen faces eleven counts, including attempted production of child pornography (18:2251(a) and (e)) and attempted coercion and enticement (18:2422(b)).

The legal proceedings have seen several developments, including motions to seal and unseal the case, orders of detention, and the government’s obligation to produce all evidence favorable to the defendant’s case. Notably, Koistinen has pleaded not guilty to all pending counts.

Initially set for November 28, 2023, the jury trial has been postponed multiple times, with the latest date scheduled for August 27, 2024. These continuances are common in complex federal cases, where the defense and prosecution require adequate preparation time.

Koistinen is represented by Nicholas M Loncar of Tucson Defenders Attorneys at Law, while the plaintiff, the United States of America, is represented by Assistant U.S. Attorney Carin C Duryee.

Federal law enforcement says these cases underscore the ongoing efforts by U.S. law enforcement to combat child exploitation. It also highlights the legal system’s processes, including the rights of the accused to a fair trial and the presumption of innocence until proven guilty.
