Gov. Rhoden signs bill into law preventing the use of eminent domain for carbon capture pipeline projects

South Dakota Governor Larry Rhoden signed HB 1052 into law today which some have called a “killshot” bill for Co2 carbon capture pipeline projects in South Dakota. The bill prohibits the use of eminent domain for a pipeline that carries carbon dioxide. However, in a statement about the signing, Governor Rhoden says this bill does not kill any pipeline projects. It instead ads an obstacle to the proposed project in order to protect property rights.
