North Dakota Governor Kelly Armstrong signed a bill into law Monday which will ban the student use of cell phones in North Dakota public schools from bell to bell. HB 1160 requires school districts to have policies in place which would require student cell phones be silenced and locked away during the entire school day on school grounds. Other devices under this bill including bluetooth-enabled devices, tablets, smartwatches or wearable devices and gaming devices must also be locked away. The bill also requires school districts to collect data and compile a report on the impact of its cellphone policies on student behavior, mental health, disciplinary incident, school attendance and academic performance.
