Senate State Affairs Committee passes bill which would prevent Co2 pipeline projects from using eminent domain

(SDBA – Pierre, SD) A measure that Summit Carbon Solutions has described as a kill shot to their proposed carbon capture project is on the doorstep of the governor’s office. 

The Senate State Affairs Committee passed House Bill 1052 Monday, a one sentence bill that would prevent carbon oxide transport pipelines from using eminent domain for their project. 

Its targeted at Summit Carbon Solutions, an Iowa-based company seeking to build roughly 2,500 miles of carbon capture pipelines across eastern South Dakota. Over 150 landowners and activists from across the state packed the committee room to testify in favor of the bill, including Speaker of the House Jon Hansen. 

Opponents like Summit and groups representing ethanol producers said that the measure would put South Dakota behind the rest of the nation in competing in the national ethanol market.
