South Dakota finishes FY 2025 with $63 million operating budget surplus

South Dakota Governor Larry Rhoden announced Monday South Dakota will end fiscal year 2025 with a $63 million operating budget surplus. The surplus includes $41 million in excess revenues and $22 million in spending below what was budgeted. According to a release about the surplus, the biggest driver was the state receiving unforseen unclaimed property. The state received $47 million in unexpected unclaimed property receipts since the 2025 legislative session. South Dakota’s state sales tax revenue finished $3.7 million lower than recent estimates at 0.6 percent lower than collections from the previous year. The excess money will be dedicated to a trust fund per state law.
