South Dakota congressman Dusty Johnson has introduced legislation which would do away with Government shutdowns. The legislation as proposed would continue government funding at current levels when congress could not agree on a new continuing resolution or budget, allowing the government to remain open.

Democrats say they want to negotiate Affordable Care Act subsidies while the government is shutdown because this is when they have leverage. Democrats in DC believe if they open the government, Republicans will have no reason to negotiate with them on this issue.
