A Tennessee man was arrested in Pierre on charges he left dogs locked in his vehicle in freezing temperatures over the weekend. According to police 54-year-old Derek Englund faces Neglect and Abandonment of an Animal. Officers were called to the parking lot of Northridge Plaza Saturday at approximately 6:06 a.m. For a welfare check on two dogs locked inside a vehicle. At the time of the check officers noted temperatures were at two below zero. Englund allegedly refused to care for the dogs or surrender them and was placed under arrest. The dogs were taken to the pound in Pierre.
