South Dakota Governor Larry Rhoden has signed into law a $650 million plan to build a new 1,500-bed state prison in Sioux Falls, the most expensive project in state history.
The measure passed a special session of the legislature on Tuesday.

Supporters, like Republican Representative Tim Reisch from Howard, say the new facility will finally allow meaningful rehabilitation efforts.
Opponents like Republican Representative Peri Pourier (pour-yer) from Rapid City, says the money could be spent in more productive ways.
The Rhoden administration says it will take four years to build the new men’s prison.
Gov. Rhoden also established a task force Tuesday to improve rehabilitation for inmates.
