The South Dakota Legislative Rules Review Committee Tuesday voted against a proposal from the South Dakota Game Fish and Parks Commission to expand the number of out of state waterfowl hunting licenses. The original idea was to add 315 nonresident licenses, but that was pruned down to 105 additional licenses after a large amount of push back from residents. Proponents say additional licenses will encourage more people to hunt waterfowl in South Dakota, generating revenue and interest in the outdoors. Opponents argue the addition of 105 non-residential licenses on top of what is already available would put pressure on a declining number of available public hunting spots.
